The investment in the company’s Energy Park in Huelva will reach 1,000 million euros.

Cepsa and Bio-Oils, a company of the Asian giant Apical, have created a joint venture to promote the production of second-generation biofuels. They will build the largest plant in southern Europe at the La Rábida Energy Park (Palos de la Frontera, Huelva). Su puesta en marcha está prevista para el primer semestre de 2026. It is scheduled to come into operation in the first half of 2026. The investment of up to 1 billion euros will be one of the largest in the history of Andalusia.

The new plant will secure the majority of the supply of organic waste feedstock, such as agricultural waste or used oils. It is a consequence of the global and long-term agreement with Apical, the parent company of Bio-Oils.

With this, Cepsa will secure the feedstock, but also the joint venture will promote the circular economy thanks to 2G biofuels.

Cepsa will contribute its technical capacity and know-how in the development of large industrial projects and fuel production. It will also contribute its knowledge of the European market and the decarbonisation objectives of its customers in the transport sector.
